Knowing of the Temple of Shadow is not uncommon. It is often used as a threat when dealing with underhanded individuals. The claim is often laughed off, as none would even know how to reach the temple. The victims of the temple, stripped of their shadows with expression of horror, keep children in line when prodded by their parents. Accusing someone of being from the Temple of Shadow is a dangerous thing. If you are wrong, there is little consequence. If you are right, you are often never heard from again. The motives and means of these highly trained assassins is unknown, but they often hunt individuals of power. This can swing situations into a much more chaotic state. The only link that can be observed is that on occasion, the Temple of Light shows up to stop them.

Often showing up to kill powerful people, both just and tyrants, the public is fearful of any that show evidence they could be from the Temple of Shadow.
