"They were all the way up through us." She rubbed the fingers into the sides of the bridge of her nose. "I tell myself we couldn't have done anything."
His fingers traced the report, the motion of screwing up the paper dead of the energy. "They could have been cursing anyone in the chain of command. Puppetry up to the government officials. The whole system was riddled with their influence."
"I think we both know they didn't even have to follow the curse threats through." She met his eye. "Fear is a powerful entity."
He was the first to break the shared stare. Picked at invisible dust on the pendant of his state rank.
"We're in the shoes of many dead men, Arol. We have to stick together. A bridge between us - the law enforcement - and you - who have made the law."
He relcutantly took the offered hand, and shook.
"Yes. I just wish these dead men's shoes weren't also in this dead city."
