Take a gritty city atmosphere, and remnants of magical technology. A divide between high fantasy that is almost sci-fi in the wealthiest areas, to smog-filled teetering slums.
Take humanoids as the norm, but let there be overlap with other fantasy species, so that ‘human’ is a vague term in a city of humanoids with inherited gills, elongated fingers, cat-like eyes, all living together.
Take magic as something that is powerful when channelled, but is difficult to control with devastating effects. Take the corruption of power and the only-just-human creepiness for wizards who experiment with magic and don’t mind the casualties. Take the safety of a militant law enforcement at the cost of threatening street patrols and overt suspicion.
This is Kaun, a city that faces magic with bitterness while very aware that this magic is ingrained into every layer.
