Shadow Council
Though the Senate is legally the highest authority of the state, it really acts as little more than a puppet. Ultimate control lies with a shadow council whose existence is not public knowledge, and who exert control over the Senate.
Structure
It is the shadow council that actually selects those who become senators, albeit via Senate decisions. Only those magistrates thoroughly vetted and considered sufficiently co-operative and discreet are allowed into the Senate, and become aware of the existence of the shadow council, though there is only indirect contact between the two, with Senators remaining ignorant of the identities of the shadow councilors.
