The Heartland's Police Force

"A bandit company had taken up residence in the Kiro Wood near Velaburg, a small village in the Selvestine region. The bandits were raiding supply caravans heading to Velaburg and the settlement was beginning to suffer. This drew the attention of the Shields of the Homefront, who dispatched a group of Blades and Shields from Stalkeep. The team secured the road to the town and the town itself, but there was no sign of the bandit group. After a week of waiting, the bandits finally showed themselves. They attacked from the forest edge with Selkan firearms smuggled in from the Free City. Though they were dangerous, their lack of discipline caused the bandits to fall easily. Once the attack was finished, the Shields stayed in the town while the Blades ventured into the Kiro Wood to clear out any that would remain."

Structure

The Emperor oversees all business of the Shields, while the Baron General runs the day-to-day operations of the organization.
Below the Baron General is the four Regional Commanders, one for Selvestine, one for Sagen, and two for Quill. These manage operations within their region of the Heartland Empire. Determining movements of the lower Shields and Blades of their region.
Shields are general peacekeepers on a region, usually found in cities and small villages where their protection is needed.
Blades are the interceptors of the organization. They are the ones who go out and stamp out threats to safety of the region.

Public Agenda

The goal of the Shields is to ensure the protection of the Heartland from criminal elements and other dangers.

Assets

Before they became backed by the Heartland Empire, the Shields had nothing except a handful of determined soldiers and their standard issue military gear. After the Emperor took notice of their actions, the Shields were funded by the Empire and new recruits to the Imperial Army are given given to the Shields, assuming the Empire isn't at war.

History

After the end of the First Border War, soldiers of the Imperial Army returned to see their homes overrun with crime. Since the towns were small there was no established law enforcement, so the returning soldiers took matters into their own hands. Though records from the early days of the Shields are nonexistent, it is accepted by many active members that the group started in the secluded communities that live on the edges of the Kiro Wood.
In modern times, The Shields of the Homefront are a widely accepted (even Imperial sanctioned) law enforcement group that has thousands of active members and countless temporary reservists who offered their rifles to protecting the Homefront from itself.
