He doesn't "take" or "reap" anyone's souls, he just guides them to the afterlife, and he doesn't do it right away - a funeral of some description must be held in order to get his attention. Otherwise, he won't notice that the person is dead (it's a big job for one guy) and said person's spirit will just wander around on the mortal plane until somebody points it out to him. He really likes flowers, so most folks use flowers in their funeral rites to make extra sure he knows about it.
