Ruling council of 6 with a High councilor settling ties.
On the council when it was first setup worries of discrimination ran wild so the following rules were put in
1) At all times there would be a member of each race (Human,dwarf,elf,Gnome,Tiefling,Half elf,Half orc)
2)Anyone could be voted to the council voters would pick the a candidate from each race with the most popular of each race taking a seat

3) Elections are held every 5 years with every citizen in good standing and the voting age of their race and a taxpayer in the city allowed to vote
4) In the event of the death/resignation of a member the candidate that received the next largest amount of votes in the last election is put on the council. The new member continues the term of the member replaced and is up for reelection at the same time as the other council members.
This system was initially put in place after powerful Elven and and Human mages attempted to run the newly founded as a personal fiefdom. A bloody civil war broke out and they were ousted from power after 2 years of fighting from street to street, the non-mages being eventually overwhelmed by superior numbers. This has also led to the cities strict casting laws.
