The Ruby Reaper

Virion hadn't seen this much blood in a long time. The guard's hands had been removed from the end of his arms and his eyes had been removed. His face was stuck in an agonizing pose, his mouth stuck open in a scream. Virion wanted to vomit but he didn't want make the boy in shock more upset. The young man was leaned up against a wall and had a blanket covering him, given to him by another guard.   Virion stood and looked again at the writing on the side of the building. Written in blood it read:  
NO HANDS FOR THOSE WHO
TAKE FROM THOSE WITHOUT
  This was not the first time this message was sent by the killer. Last month there was a tax collector with their hands and eyes removed. Virion understood that the killer took their hands, but not why they took the eyes. They read over the message a few more times, trying to kill time until the Cleric of Scuno could arrive on the scene. Virion walked up to the young man, now sick of reading the message.   "How are you doing?"   The boy was still shaking. He had a bruise over one eye. Virion sighed.   "Did you see who did this?" The boy nodded. "Did they do this to you?" They pointed to the bruise on the boy's face. He shook his head no.   Virion looked at the boy's body. He was gripping something in his arms. Virion pulled back the blanket just a bit. The boy was holding a loaf of bread. He leaned into the boy's ear.   "I'm not angry, but did you steal that?" Virion asked, "I won't take it even if you did."   The boy's eyes widened. He looked down at the bread and back up at Virion. He nodded. That told Virion all they needed. The guard harassed the boy for stealing bread. The killer had issue with that.   "Is there anything you can tell me that stood out about the one who killed this man?"   The boy pointed to his finger. Virion looked at the boy's hand, where there was nothing. They looked at their own hand, where they wore their wedding ring. Oh, no. Please don't let it be them, Virion thought.   "The Cleric is here sir," a guard said.   The gold and white robes of the cleric stepped in the alleyway, the icon of Scuno's scales on the tabbard. The dwarf looked to the scene, specifically at the body. "So, this is it?"   "Yes," Virion responded. "I was hoping you could get information from the victim."   "Very well"   The cleric leaned over the body. Virion stood in front of the boy, masking him from what could happen. The cleric pulled out some incense and burnt it, chanting a prayer to Scuno. He stopped chanting before turning to Virion. "There's no soul to call back."   Dammit, Virion thought, the Ruby Reaper strikes again.

The identity of the Ruby Reaper is unknown. The only thing known about them is that they have a ruby ring. Over the years they have been associated with numerous physical descriptions, none that match. Authorities believe them to be a shapeshifter or multiple killers.

The Ruby Reaper is a serial killer who works out of the City of Gold. The killer got their name after several reports saying that their most memorable feature was a brilliant ruby ring. They also gain the name because none of the corpses left behind could be affected by the spell speak with dead as if their souls had been removed.   Authorities have been chasing the Ruby Reaper for several years, with a new death coming up about once a month. Several theories have come up about who the killer may be. Some believe they are a shapeshifter, while others believe them to be multiple people. The Ruby Reaper's MO has changed over the several years authorities have been chasing them. There have been a total of 40 reported deaths by the Ruby Reaper.   Several attempts to identify the Ruby Reaper using magic has been used. When attempting to use the locate object spell, targeting the ruby ring itself has resulted in nothing. It's assumed that the ruby ring is a ring of proof against detection and location. This fact has made it near impossible to discern any information regarding the killer. The only facts they have are eye witness testimony, which descriptions have changed several times over the years and even between killings.

Motivation

Over the years, motivations appear to have shifted. A series of kills were targeted at elven men, another series was the rich (and they would steal from them), and then tax collectors. It is assumed that perhaps it may be a series of killers or a group of killers.

A neat name with a clever meaning behind it. well done good sir. I'm curious about the investigations most. You refer to the reaper as "they" but idk how in depth and advanced forensic investigation is in this world. Can they not even discern a most likely gender or build? It's not a gripe by no means. Just something I'd love to see it to add even more depth

I've updated the history. I realize I did list that the description of the killer has changed and is inconsistent, so there have been assumptions of it being a shapeshifter.

Annnnd I forgot that detail. Dangit! I thought I found something good. I assume that can't be traced or detected with magic as well?

If they had access to the killer physically or if divination magic worked on them. The one thing I did update was that the ring does block them from being the target of divination magic.
