A sprawling, seemingly endless city is overrun by villainous factions and evil doers - more than what normal law enforcement can handle alone. Have no fear though, the Hero Association, vigilante groups and lone wolf guardians are here to protect the citizenry. Heroes and villains alike possess superhuman, supernatural and magical abilities or may have other talents that allow them to do good or evil.
