The Heka Acadamy

Located in the mysterious city of Ofedinah on the little known island of Gawhara. This school for magi is known to be a very exclusive training facility. With roughly half of all applicants being rejected. Little is known about the origins of the school as they have kept their secrets well over the centuries. Once a year the academy make their way into the world and starting in the far north in Nezzah, a traveling caravan of barges and floats head south searching for young people with the magical ability to become the newest students. This floating caravan stops at the three major cities along the Sandbreaker River causing families from far and wide to head into the major cities in the hops that their children can lead a better life than they have.
The Heka Academy takes in just over 100 students per year and on average half of these get returned to their families having failed the rigorous tests needed to gain access to the training. It's well established that trying to influence the results of these tests in any way will not only cause the student to be returned home, but that the family would be banished from any further training and disavowed from any ties that family may have had with the school. This means that the Academy has been able to maintain their Scholarly integrity while keeping politics out of their ways. The location helps with this also.
