Olokand Government
Olokand is the seat of the Earl of Olokand (also the king) and the moot
of Meselynshire.
It is governed on the king’s behalf by Sir Maldan Harabor, who is Constable of Olokand and Sheriff of Meselyne. Four barons in widely distributed fiefs are vassals of the earldom. The town is the heart of Clan Elendsa’s strength and enjoys little of the freedom given to the city of Tashal.
The king normally resides here for about four months each summer. When the king is absent, the sheriff governs on his behalf, and effectively commands even when the king is present.
The title Earl of Olokand and office of Sheriff of Meselyne have traditionally been held by the heir apparent. The unmarried and sickly King Miginath has not yet named an heir, although he has seen fit to appoint his eldest bastard son, Sir Maldan Harabor, to the office of Constable of Olokand and Sheriff of Meselynshire.
Many of Kaldor’s nobility resent Maldan, fearing that this ambitious and ruthless favorite will be acknowledged by the king and thus become heir to the throne. The lack of acknowledgement is a serious impediment to Maldan’s ambitions, but his power as constable and sheriff is immense. Maldan also holds several nearby manors in his own name, including Tentru, which lies on the eastern bank of the Kald across from Olokand.
As the shire moot, Olokand is the judicial center of Meselynshire. Appeals from Hundred Moots are held in Olokand. Sheriff Maldan Harabor holds court once per month, usually on the 10th day, except there is no court held in Larane. Prisoners can spend several uncomfortable months in the cells awaiting a court date.
Maldan makes two trips to Tashal each year, once in the spring and again in late autumn, attending the king and making report of the affairs of the shire and earldom. The king does not require these visits, but the sheriff (and his wife) enjoy their trips to Kaldor’s main city.
The sheriff spends about a third of his time at Tentru Manor where his wife resides, more days in winter, less in summer. At the manor he has more privacy and can entertain guests away from the prying eyes of the townsfolk and castle spies. Guests often arrive at night, stay several days, and leave before first light.
