Shinzo establishes the Wind Tribe

Shinzo builds The Palace of Winds and sends the Hebra Zonai there. They become the Wind Tribe.

Shinzo is tasked with a diplomatic mission with the Hebra Zonai due to his good relations with them as their student. He needs to inform them that the supplies being sent to them are going to be cut in half, and he needs to negotiate for the Zonai to still continue training mages.   However, Shinzo has no intention of carrying out this task. He instead plans to free his peaceful friends from Hyrule's wars (Much to Shadow Shinzo's distaste). With the power of the Zonai clan, they swiftly reconstructed their palace to float above the cloud barrier, and built a tower to allow connection to Hyrule.   Shinzo taught the people how to master the wind with magic. The Hebra Zonai then moved to the sky and became the Wind Tribe, dropping their Zonai roots entirely for a pacifistic culture.   Of course, not all of the tribe were happy with this. Many fled to other Zonai Clans.   The result was the Wind Tribe did not need any more supplies, but would no longer be training mages as they were now a peaceful people avoiding any involvement in the war. This angered the king of Hyrule and other Zonai clans.
