Building the Story of the World...

So, what exactly is the "story" of the world. There are several factors to account for when thinking about the story of the world when building it.
1. Tone - Getou-ei is a world of chaos. The gates are drawing in, attracting, different cultures, different races, and different technology. We have war and conflict between alien armies and armies original to the world. Aliens are fighting aliens. Nation vs. Nation. Guilds are in conflict. Family houses are struggling for power. But Getou-ei is also a world of hope. New technology means advancements that will help people.
2. Style - The campaign and adventures should be of grand style. The PC's should be offered fame and glory. There should be options for the players to write their own story. The villains should be epic and frightening.
