Yakuza

The Yakuza (ヤクザ) are a type of organized crime syndicate originating in Japan. They are well-known for intricate hierarchy and strict discipline, and a number of gangs in Fortune City operate under the Yakuza model.
Yakuza often deal in what's referred to as transnational organized crime, meaning that even though most Yakuza activity is native to Japan the syndicates have strong international connections, and many "offshoot gangs" with ties to Japan are formed in other countries. Fortune City is no exception to this, and the natural breeding ground for this type of organization is Gomino-Yama, where a large part of the population has Japanese heritage.

Yakuza in Fortune City

The two large Yakuza groups in the city are Himura-Kai and Moto-Gumi, both based in the Gomino-Yama district. The north part of the mountain is usually considered to be Himura-Kai territory, with Moto-Gumi "controlling" the south side and small parts of Forum. The two gangs mostly deal in weapons smuggling, drug trading, scams and extortion schemes. Several smaller Yakuza groups of various size and power are acknowledged by CSD and IMSurance, and are often splinter groups from one of the larger syndicates. It is unknown exactly how many associated members the Yakuza has in total.

Structure

The traditional Yakuza hierarchy has several subdivisions of bosses, leaders and regular members, with the kumicho at the top of the entire syndicate. Directly below him are the saiko komon (senior advisor) and so-honbucho (headquarters chief). How strictly the Fortune City syndicates in particular follow this structure varies, but it's usually present to some extent.
