Structure
Each Stead uses an organisational structure of their choice, but must have a single leader, who takes part in a council ruling over all of the Steads.
History
The people that became the citizens of Tenebrous began as slaves, foodstock of the vampires of Nuer, bred to be drained of blood for their overlords. In some of the vampire strongholds these slaves began to grow, tougher and stronger than their vampire overlords, and eventually overthrowing them. With their newfound freedom the humans tore down the stronghold and built their first settlement, Duskhallow Stead.
