Dr. Anthony Clayton is the director for the UCR’s Technological and Agricultural department, residing in UCR City. He is an immigrant too UCR, making it unusual for him to get such a high position.

Personal history
Dr. Anthony Clayton is a scientist currently residing in and working for the UCR government. He was actually formerly a a scientist working for Neo-America, but he deserted from NA after an argument with a superior, and migrated to UCR. There he settled down, getting a job as a the UCR director of technological and agricultural development, and marrying a Mrs. Dorothy Anne Clayton.
Recently, he has been looking for methods of re-fertilizing the barren parts of the Wasteland, and has been working on various experiments to do so. He knows it is likely that the people of Neo-America may soon attack the wasteland, and he has been trying to bootstrap the UCR up to the level where they can put up a good fight.
