Capitol of the Triton

Nephrei is the Capitol of the Triton. Built upon the back of a giant mana ray, Nephris, the city is every moving according to the creature's will. Possibly due to the feeding habits of Nephris and the ever changing scenery, or how Nephrei is sculpted from coral into gentle arcs and gardens, it is widely agreed upon that Nephrei is the most beautiful city on Evaia. Regardless of its beauty, Nephrei doesn't receive many visitors. This is due to the difficulty in finding it without invitation, the cost of the expedition and the cost of water-breathing potions/spells. Nephrei was sculpted by and for the Triton, and as such has only one location that is watertight.
Though finding Nephrei is difficult and costly, swimming along with Nephris like pilot fish with a shark are a multitude of merchant, adventuring and tourist ships come to take in the wonders of Nephrei.
Nephrei is the only nation other than Liodra that is run by the Keepers. The Triton are fervent defenders of their waters and hold Evaia in the utmost esteem and have thus been dubbed "The Paladins of Evaia".

Demographics

Primarily Triton (90%) the rest of the population is made up of transient tourists, adventurers and merchants. Less than 1% of non-Triton live in Nephrei permanently and only with the consent of the Keepers.

History

When the Triton were blessed by Evaia, she gifted them Nephris and the knowledge of how to grow coral buildings. Nephris itself is a symbiotic demigod of the Tritons and the last of his kind, nearly hunted to extinction by the Kraken. In return for providing the Triton with shelter, the Triton guard Nephris from the dangers of the deep and provide Nephris a sense of community that it now lacks without others of its kind.

Coral Reef Gardens

The term "Coral Reef Garden" is slightly misleading. There are no actual dedicated gardens but rather, each home is itself a garden. Nephrei homes are grown to be more than just homes for the citizens of Nephrei but also to be homes for the varies wildlife that has grown and adapted to the ever moving city. Because Nephrei homes are living creatures (coral) in and of themselves, they continue to grow after "birth". Over time this has given Nephrei a remarkably natural aesthetic. And the abundant wildlife allowed to flourish within the city has attributed to the astounding array of every shifting colors and splendor that is Nephrei.

Federation of the Tide

All Triton are fiercely protective of the ocean, regardless of occupation. Thus in the eyes of the Keepers of the Ocean, regardless if you're a peddler or a pirate, all Triton are welcome in Nephrei. There is of course an understanding between the Federation and the Keepers that Triton pirates do not target Triton merchants nor that they target any vessel within site of the city. Because of this accord, there is speculation the the Federation of the Tide is actually a secret branch of the Keepers of the Ocean.
