The Shadow's myriad

Describe a famous criminal organization and the unlawful acts they commit in your world.
The Shadow's myriad is a group of bloodthirsty vampires that prey upon the mundane communities in the slums of Grimton. They cannot go out during the day and so they hunt during the night. Many mundanes have little ability to fight back. Even a fully trained and experienced mage will have problems defeating a vampire during the night. It is not seen as a problem worth prioritizing by the law enforcing mages because of the war and because of the fact that their victims are all mundanes. The magical centre of power try to make it seem like the mundanes are not being sacrificed to the vampires but the fact of the matter is that the vampires are dangerous as well as clever. It is not a fight they can afford and so if they kill a mundane every now and then, it is overlooked for the most time and covered up.
The vampires are not all together uncivilized though. They, similar to elves, have special abilities that mages don't have. They tend to ensnare peoples' minds in a form of classic manipulations and magic. They then keep those people close by at all times as food. A drone of this kind can survive for years among the vampires if they choose it. They like to indulge on occation though...
So then the myriad can claim that their drones are willing food and there of their own free will. That is of course truth with a modification because they are made to believe that they are indeed there of their own free will. 
So the Shadows' myriad are guilty of kidnapping, murder, assult and herrassment but also some accounts of other crimes that come with the continuation and terf behavior of organized crime. Such as robbery, torture and coverups.
