Venator Coercitor

A city built into the shore of the Tonitru Ocean, Venator Coercitor is the heart of the whaling industry, as well as the sword of the Venatorian justice system.  
"Blubber and Bars are all there is to see in Coercitor." ~Local saying.

Demographics

The vast majority of the civilians within Venator Coercitor work in the whaling industry to some degree. From serving on whaling vessels, to working in whale oil refineries to signing forms to ensure that every shipment of whale meat and oil is accounted for.   While there are next to no upper class individuals in Venator Coercitor, extreme poverty is also almost unheard of, due to the rather reasonable wages that most in the city earn due to the importance of the whaling industry.   Approximately one third of the population of Venator Coercitor are prisoners. Criminals from all over the Venatorian Empire are sent to Venator Coercitor, and are put into the underwater prison at the centre of the city. The charges these inmates are being imprisoned for range from murder to political disloyalty.

Government

The tax rate in Venator Coercitor is rather low, and so are public services. Tax money is used to ensure that the prison is maintained, the roads are cleaned and the children are educated.   The legionnaires of Venator Coercitor are rather hesitant to arrest civilians for petty crimes, because they know that if they end up being punished for these crimes, the legionnaire will probably have to deal with them while on guard duty in the prison as well.   Venator Coercitor is under the watch of the Procurator, Octavius Marinis. He is known for his stern and unforgiving sense of law. He is completely devoted to Vigilo Angelius and deals with unpatriotic behaviour with extreme cruelty.

Defences

Legionnaires and triarii regularly patrol the city of Venator Coercitor, and are always guarding the prison at the centre of the city. Velites man the city walls, ready to fire upon anything that disturbs the peace.   Cannons are mounted upon watchtowers attached to the city walls. They are mostly just a scare tactic, but if a large force of enemies where to march on Venator Coercitor, it would quickly become nothing more than a red mist and memories.   Venatorian Dire Wolfhounds can be found roaming the city, accompanied by their handlers at all times. These massive dogs are capable of tearing through steel with their claws, and can easily dislocate the limbs of their victims. Thankfully, dire wolfhounds are easily trained, and there have been no incidents of a dire wolfhound attacking an innocent civilian.

Infrastructure

The prison at the centre of Venator Coercitor is used to contain all who the Venatorian Empire deem undesirable. From political dissentients to thieves and murderers, all are contained within the Coercitor Containment Centre. The CCC was built underground and so it is exposed to the Tonitru Ocean. All prison cells have their back wall made of glass so that they can look out upon the ocean. There is a purge system installed that will flood all cells with water while leaving barracks and the control centre airtight, allowing the Centurion and Optio of the CCC to kill every inmate in the prison with only the turn of two keys.   There is a massive shipyard on the west side of the city, which is used by whaling vessels to set sail and return to the city with ease and convenience.

Assets

The Wakeful Whale is the most popular inn within Venator Coercitor. It is four stories tall, and has over fifty rooms available for hire. It serves strong drinks and warm food, a welcome sight to any whaler that has been at sea for weeks without end. It is run by the high elf Caelia Excipien, who is known for her friendly nature and her deep love of the sound of her own voice.   Vulcan Vessels is a gunsmith store that specializes in selling high quality custom firearms and firearm modifications. The shop is owned by the dwarf Festus Aeris, who is known for his obsession with firearms and his frequent and unsuccessful attempts to make his own gunpowder, despite having no alchemical knowledge. He is responsible for the harpoon guns used by all whaling vessels in Venator Coercitor.

Guilds and Factions

The Silver Lance, has a headquarters in the city of Venator Coercitor. They are a group of professional mercenaries who take almost any job so long as the pay is good. They used to have a much larger presence in Venator Coercitor, but one month ago, they suffered severe causalities after multiple units of them were sent on a job, only to find that Reginald Wyoming was hired by their client's rival. To this day they are not certain how he managed to kill so many of them in such quick succession.   The Adamant Sickle has invested heavily within the whaling industry of Venator Coercitor, and they regularly check up on all of their investments.   The Church of Poseidon, or Neptune as he is known as in the Venatorian Empire, is incredibly popular in Venator Coercitor. Almost every sailor worships Neptune to some degree, and most try to visit his temple in the city at least once a month, if not more.
