Ares believes that to see the true nature of any intelligent being, you must see how it behaves in times of war, how it treats its allies and adversaries, how much value they place on their soldiers' lives and how eager they are for peace.
Ares believe believes that there is no issue a civilization can experience that cannot be solved by declaring war on another nation. Famines can be solved by raiding your enemies' food storages and farms. Overpopulation can be fixed by annexing the land of neighbouring civilizations. Even plagues can be quarantined more effectively by spreading and distancing your subject around conquered land.
