Ruling structure: Ruled by Lord Syril who spends most of time ruling the fief. He has appointed Lord Mayor Blackwillow to rule the city (with the city councils) in his stead. There are 2 councils: the small council and large council (often called the gold and silver councils respectively). The small council is responsible for passing laws and other legislative decisions, and the large council forms the city's bureaucracy. There is little law enforcement. The Lord has a personal army which acts as official law enforcement during peacetime, but most nobles have their own personal "armies" which help to enforce the laws (as seen by their patron).
