General Summary
The Snapdragons swiftly convinced the Lord of Whiteharbor that the city is safe once again. As a reward, the lord promised to grant the Snapdragons 1 favor (if it be reasonable and within his power).
In addition, the lord had his adviser show the Snapdragons to the permanent teleportation circle in a secret room, hidden behind a cell beneath the castle. By using this circle (and quickly memorizing its sigil sequence for future reference), the Snapdragons teleported to a small cave in the hills outside Kipar.
Upon arriving in Kipar, Magigigika did a little research in the Temple of Oghma where she was able to translate the mysterious phrase "horn of Iskemp" as "horn of ice giant" (though Gregor somehow was also able to translate this independently). Vilor, though he knew nothing of ice giant horns, recommended that the Snapdragons cash-in a favor on Vilor's behalf as they travel north toward the Ice Lands.
The nearest point to the Ice Lands on the continent of Athos - the Everlasting Forest - happens to be Vilor's home region and where he studied as an apprentice mage. He gave the Snapdragons the sigil sequence for a teleportation circle in some ruins that were untouched by the Inquisition, and recommended they find his friend - a sailor - who may be willing to transport them to the freezing shores of the Ice Lands.
With some hesitation from Gregor, the Snapdragons stepped through their second portal in two days and found themselves standing in some ruins in an evergreen forest, just as Vilor said they would.
