The Admins

The Admins are a small group of oligarchs that act as Elysium's ruling counsel, and are tantamount to gods of the digital universe. They are the ones that keep the greatest of secrets, set the rules that all of Elysium must follow, and their will is law for all of humanity.
They are secretive in the extreme, their voices never heard, their forms never seen, their will made known only through their lesser agents. All they want the general population to know about them is that they exist, and their will is law. They have the power to overrule any decision by any government at any level, they alone have the power to alter they fundamental laws of Elysium, and they are the ones who have designed the very fabric of reality for this digital universe. In short, within Elysium, the Admins are omnipotent.
Their direct attention is infrequent, and they rarely get involved in the day to day goings on of Elysium, and even disdain events on the government or national level. So when something gets their attention, that something is likely to be as important as something can conceivably be.
Their involvement in the sudden conflict is in the form of some of their most secret files being somehow stolen and published for all of Elysium to see. These files prove that The Generated are in fact real, and that they were originally created by the Admins. This has caused widespread decision and near chaos, as some people believe it, some reject it as a hoax, and some don't know what to think. The Admins are now mounting a hasty and haphazard scramble to return their secret to the dark, and this mad dash for secrecy has caused such things as massive glitches in Elysium, people disappearing by the hundreds, and their tunnel vision on getting their darkest secret back under wraps is threatening the entirety of Elysium.

Structure

Nothing is known for sure about the Admins, but it is widely believed that there are a small number of them that act as a ruling counsel. the theory goes that whenever something occurs that demands their attention and decision, they debate and talk about what to do about it, and the majority wins. Speculation runs rampent, and of course the Admins themselves haven't said anything on the matter, but this is the most commonly accepted theory.

The Admins have no determinable public agenda, their goals are completely unknown to the general population.
