Cornflower Upper-Courts Legislative
The Cornflower Upper-Courts Legislative was a legislative committee made up of several elected judges who were appointed life-long sentences. It operated separately and in conjunction with the Cornflower Governor's Committee to pass and ratify legal documents. Unlike the Governor's Committee, the Upper-Courts were made up of entirely non-land-owning judges, and had a prerequisite that barred anyone of nobility or titles besides judge / justice to run for office. Despite this however, most judges appointed seats on the Upper-Courts quickly made enough money via corruption, lobbying or legal insider-trading to afford shell-companies which acted as a legal front to own a place of residence via loophole in the classification of what a land-owner is, since technically in Cornflower law any company or business is seen as an independent legal entity which can own land.
