Genovale (city-state)
The remnants of an ancient, once-powerful republic, now reduced to a city-state sliding ever more closely into ruin. Centuries' long succession of weak, irresponsible Cult Gods and the increasing corruption of the ruling elite have resulted in the republic's twilight hours. The new Cult God, Chiara Luce, has begun a reform campaign to bring Genovale back from the brink, but many of her own citizens oppose not only her methods but her rule itself.

The state religion is controlled by Le Stanze d'Oro, or the Golden Rooms Cult.
Judiciary
Genovale's local Cult has the monopoly on all matters moral, and thus is the main judicial body. The Golden Rooms sets out a doctrine that the Council puts into law, which the clergy then judge according to their doctrine.

The Council
The Council is Genovale's main secular legislative body. Members of the Council are referred to as consuls. Supposedly, consuls are chosen by popular assembly on a yearly basis. In reality, the popular elections are a formality, and the consuls themselves elect members in a private vote, and tenures are often life-long.
By Genovalese theory, the purpose of the Council is to uphold the doctrine and judgement of the Golden Rooms' Cult. This varies in practice, but it gives the Council the ultimate executive and legislative powers.
