The Twelve
The Twelve are the united governing body of the Dragonmarked houses, however they hold very little actual power.
I like to think of the Twelve as sort of The UN of dragonmarked houses, trying to get them to work together and show a unified front; but often over-ruled or ignored by the houses themselves.
