Structure

Speakers of Earth

Two humans, elected by the leaders of the member coalitions of the UNE, who serve as the primary points of contact with the representatives of the Orbiter. They serve concurrent two-year terms and cannot be re-elected after serving. Current members of the Council of Leaders are not allowed to serve as Speakers of Earth.   Their principal responsibilities include:
  • Speaking on behalf of the UNE at inter-orbital proceedings
  • Representing Earth as figureheads
  • Advertising humanity on the Orbiter
They are democratically elected and serve an important role in inter-orbital politics, but are strictly granted no real power in policymaking.   Initially, with the formation of the UNE in 2032, only one Speaker position was created. This was shortly expanded to two positions in 2033, after the death of the first Speaker of Earth in the First Contact Incident.

Council of Leaders

The body consisting of the elected leaders of the 10 member coalitions of the UNE. They collectively decide Earth's policies with regard and in relation to the Orbiter.  

Administrators

A group of 20 staff members – two per member coalition – who serve as advisors to the leader of their respective coalition. Administrators are elected by the citizens of the countries within each member coalition, so they are highly influential and important representatives of the human species. While the Leaders are effectively the "heads of state" for each of the UNE's member coalitions, much of the real policymaking power lies with the Administrators.

Culture

The various members of the bureaucracy of the United Nations of Earth take great pride in their station. But this wasn't always the case.

Public Agenda

The public mission of the UNE is to provide a united human voice in inter-orbital relations. The organization publicly claims to serve only as an impartial representative of humankind, but continuously grapples with a private agenda of human superiority pushed by certain members and other outside influencers.

History

When the UNE was formed out of the former United Nations in 2032, the Earth was in a state of great turmoil – World War III. Humankind was at its most divided, at war with itself over the planet's dwindling natural resources. But the appearance of the Orbiter in 2031 caused a seismic shift in terrestrial politics, with 8 of the UNE's 10 member coalitions taking shape shortly after and pushing with unprecedented speed to create the first iteration of the UNE.
