Duskvol

The city was established over 1000 years ago as a coal mining settlement on the cold north coast of Akaros. It has withstood the breaking of the world, an attack by a titanic leviathan, massive fires, a plague, a civil war, and legions of angry ghosts. It is a community of survivors.

Demographics

Duskvol is a mix of many cultures and traditions. The most common is Akorosi. They claim the same heritage as the Emperor himself, and the base titles of nobility on this heritage. Second most common is the Skovlanders, the original indigenous people of the north. Most were refugees. Building a large population of labourers, skilled craftspeople and other trades of the working class. Some Akorosi looks down on them and thinks of them as traitors. Third are the Iruvians, a powerful and wealthy dominion in the south. Iruvians claim nobility via an ancient pact with the Emperor. They maintain an influential consulate in Duskwall and keep a close eye on their portion of the leviathan hunter fleet.

Government

The government of Doskvol presides over four institutions:
  • The Lord Governor oversees Imperial interests in the city. Enforces edicts from the Emperor, commands the Imperial Military garrison and warships in the city and breaks ties when needed on the City Council's measures. The Emperor appoints the Lord Governor.
  • The City Council consists of six members of the nobility who drafts and approves legislation, city ordinances, and public works; determine the disbursements of the city treasury, and issue taxation orders. Council seats are traditionally appointed by vote of the sitting council when a member dies or retires.
  • The Ministry of Preservation manages the provisions from the Imperium, ensuring that food and supplies are transported where they're needed across the electro-rail lines and within the cities. They also oversee the Sparkweigths who design and maintain the lightning barriers. The Emperor appoints them.
  • The Magistrates issue warrants, prosecute trials, asses evidence, and pronounces judgements. The City Council appoints Magistrates.

Defences

In the city there are three factions that keep order:
  • The City Watch (aka Bluecoats) patrols the streets, "encourage compliance with the law", capture offenders, and operate Ironhook Prison. Watch-guards are hired by the Commander of the Watch, who is appointed by the CC.
  • The Inspectors (aka Constables) investagate crimes and present evidence for warrent and trails. Inspectors are often foreigners, with no close ties to Duskwall.
  • Spirit Wardens serve the Emperor directly and therefore are not an official part of Duskwall's law. However, they are important. They are the ones who come and destroys the spirits of the dead. When someone is dead they send out their deathseeker crows to find the dead. Once they find them they take them away and destroyes them so the spirit can not escape into the city.

Industry & Trade

The most important trade of Doskvol is leviathan blood. This is where the fleets stay afloat. They are the main city for nautical education. The most important import is the provisions from the Imperium. For some Iruvian silk are more important.

Infrastructure

It's industrial in its development. Imagine a world like ours during the second industrial revolution of the 1870s - there are trains, steam-boats, printing presses, simple electrical technology, carriages, and the black smog of chimney smoke everywhere. Duskvol is something like a mashup of Venice, London and Prague. It's crowded with row-houses, twisting streets, and crisscrossed with hundreds of little waterways and bridges.

The People of the mining settlement, like almost all of the survivors of the cataclysm, swear eternal loyalty to the Immortal Emperor in exchange for his magical protection from the legions of vengeful spirits and other horrors unleashed upon the world. The safeguarded settlements salvage what they can from the ruins, and being the long process of rebuilding.

    Some of the knowledged and technologies lost by the cataclysm are beginning to be restored at this point, thanks in large part to schools established by the Immortal Emperor and stocked with scholarly works rescued from obliteration. Doskvol became the primary training ground for all the nautical endeavours.

    The Great Deluge

    The "Great Deluge" floods the mines of the rapidly growing city and kills hundreds. The mines are abandoned for several centuries until advanced steam-powered machines can be employed to restore them.

    The first hunters succeed at harvesting and refining leviathan blood, reaping a fuel source that will eventually power the Imperium.

    The Immortal Emperor decrees that all cities of the Imperium are to begin constriction of lightning barriers to replace waning protective sorceries. The first prototype barrier towers are built in Doskvol around the district that will become Charterhall.

    Over the course of the Unity War, over two thousand Skovlander refugees flee their war-torn homeland and make for the closest port, Doskvol.

    Beginning of the Unity War
    Revolution

    Local citizens object when the Imperium moves the vast majority of its toxic leviathan blood processing to the factory town of Lockport in Skovlan. The Skovlanders insist that they are not subject to unilateral Imperial decree, claiming their figure-head king Alderic, as their rightful ruler and demanding a withdrawal from processing plants. The Emperor ignores them, sending workers to establish the new facilities under the protection of the Imperial Military. King Aldric musters a militia force, and the Unity War begins.
