Niacine

Niacine or the Cine colloquially is an elite medical institution in the tiered blocks of Jiaobu. Legally it is available to all the city's residents yet the reality remains that it is almost exclusively utilized by the residents east of the Kusam barrier. Established in 2487 as a piece of Erdaza's prosperity campaign, the Cine was initially received with noticeable skepticism. As time went on the majority of the city's population softened little to Erdaza's hollow gesture. The city's wealthier residents on the other hand were to welcome this new gift. Their acceptance was won simply by proving to them that their capital would not be threatened by the occupying force. In present day Jiaobu the facility serves as a site for speciality operations largely ones that are not medically necessary. The most common procedures include skin regeneration to correct scarring or aging, body augmentation of various types, and gene tweaking procedures. The facility does include an emergency department and OR staff which is open to the local residents of the tiered blocks. A large source of its income is provided in the form of grants given to its extensive research department staffed by many of the world's greatest scientists. Fellowships offered here are of the most valuable in Doru. Popularly the Cine is deeply criticized not just by the residents of Jiaobu but also academics abroad who see a crisis in Jiaobu. While a large working population struggles to live most painfully so among the lost blocks, the city allocates large amounts of wealth to the prohibitively expensive institution. The most common criticism is the institutions forward facing focus when there are a number public health crises currently affecting the city. It is among a series of buildings known as 'the pearl halo' which describes a ring of buildings nearest the bay that serve the wealthiest tier of the city's populace.
