When a person dies, provided that they weren't completely destroyed by whatever it was that killed them, they leave behind a body and their material, mundane possessions are reduced to nothing but dust - only any magical items that they had on themselves are left. But in Domhan, such bodies are not buried, nor are they cremated or disposed of in any way. Indeed, those bodies are a precious resource, and the Veikas are a vested interest in having as many as possible.   Those empty shells without a soul, called Husks, can be used by those who die to be reincarnated without having to go through the process of being a child. As they resurrect with a fresh body and newfound capabilities, most people that go through this process find they need a bit of direction at first; hence why the Veikas like to have a steady supply of them; to grant them the help they need...and gain new, zealous worshippers in the process. Furthermore, if one side of a conflict controlled all of the Husks, then the other would eventually be bereft of Emberi soldiers, significantly reducing their capacity to fight.
