The Honest Trade Program (the HTP) is a program designed to ensure that expensive promises are kept.

Nobody Crosses the HTP

The HTP is not a government operated program, but rather a private group of mercenaries that ally with multiple big trading companies. Whenever somebody takes a loan from an HTP oriented company, they swear an oath to pay it back by a certain deadline. If they don't pay it by the end of that deadline, aggressive action is taken.
Companies must financially support the HTP in order to advertise themselves as HTP oriented. The HTP acts as a sort of... insurance program. Whenever someone doesn't pay, they ensure that the company gets what they were promised. Companies that don't financially support the HTP, but that advertise fact that they do, don't last as companies for very long.

Law Enforcement

The HTP is technically illegal. That being said, most leaders have come to the conclusion that without it, trade would not function properly. The Distotian economy has become so reliant on loans and favors that there must be some sort of mediation, and the Distotian leadership doesn't mind that that is managed by a private company. Deaths have been caused by the HTP, and these are usually left as unsolved cases. Unfortunately, the private company isn't always honest.
Look, the HTP likes money. Who doesn't? This unfortunately makes them very easy to buy out. Did you refuse to pay back a loan? Don't worry, as long as you have enough money to outbid the company, you're in the clear. Obviously this doesn't happen often, but when conflicts arise between multiple wealthy trade organizations, the HTP can become a valuable swing factor. This has made for its fair share of conflicts, and this is usually when political leadership get involved.
