The Disorder of the Nine Necks

Nine Necks are chaos worshippers who can't seem to be effectively unpredictable.

Operations

The (Dis)order of the Nine Necks was founded to organize chaos. Unfortunately, the very act of organizing chaos isn't chaotic enough, so they typically end up doing very minor things on impulse. The Nine Necks worship Tiamat, who serves as a symbol of anarchy in Distotia. Nine Necks try to spread this anarchy where ever they go, but most public disturbances just read as poorly orchestrated pranks.
The root of the issue is their leadership. There is a high court of 5 members who will occasionally get together and discuss upcoming plans. Every single meeting, by design, ends in a heated argument about something irrelevant to their plans. This makes for great Tiamat worship, but very poor civil disobedience.

Prominence

The Nine Necks are most prevalent in Aluvan. They've been trying to spread in recent years, which has led to a couple of subsects of The (Dis)order of the Nine Necks. One such example would be The (Dis)organization of the Eight Necks, who felt pressured to change their name in order to avoid conformity. The primary method that the Nine Necks use to spread awareness is by creating massive pranks that aim to get worldwide word of mouth coverage.

History

The Nine Necks created themselves after a sighting of Tiamat had been reported up in the Aluvani mountains. Tiamat had reportedly said to start opposing the founding of new cities, as the recent foundation of Crelia was supposedly "too much" for the Gods. The Nine Necks decided that ignoring this anti-city ideology would be the most chaotic plan of action, and they settled on their pranks instead.

Craziest Stunts

Potted Plants... of Doom

The Nine Necks spent a day placing potted plants everywhere in Fastelan. These plants had nothing special about them. Buying the plants was actually great for the agrarian parts of the economy over in Fastelan. Anyways, after the plants were set down, all of the Nine Necks ran around saying that there was a rare disease caused by potted plants, and that everyone should throw theirs away. The Nine Necks ended up throwing away all of the potted plants themselves as a rebellious act against their own plans. Rumor has it they were trying to prove a witty guard wrong about their motivations.

The Great Storm

The Nine Necks surrounded an old lady's house one night. First, they had a conversation just outside her door about a great storm coming, then all of the others started making rain sounds and banging on her walls. The lady was very scared. She knew there was no storm going on, but feared that the Nine Necks would hurt her. Once the Nine Necks realized that she hadn't been fooled, they apologized.
