Kerdovan's Watch (Ranhed)

Structure

Ranhed is a stratocracy run since its founding by Kerdovan's Watch, a military and diplomatic organization represented by the Commandant-General, who is a Commandant or a General elected to the title based on the votes of the members of High Command. He or she is supported by the Lieutenant-Commandant-General, who is appointed by the Commandant-General and who acts as a second-in-command. These two beings have the right to make executive decisions in times of crises (which are strictly defined by the Watch's constitution). High Command is made of the Commandants and Representatives. Commandants are senior Watchmen from the powerful families, who act as counsel and a power check to the Commandant General, and their role is usually more military and diplomatic. They are mainly based in Ranhed, and oversee High Generals and High Admirals. Representatives represent the interests of the civilian population of the Ranhedian city-state.

Official goal is to uphold the clauses of Kerdovan's pact and preserve the peace. However, the organisation has become corrupt and fails to intervene in certain issues such as slavery (by deeming it a country's "internal affairs")...

History

For nearly 200 years, Andellion had been struggling with an endless war between the realm's kingdoms. Sick of the bloodshed and the suffering of innocents, Wreylar Kerdovan assembled an army of powerful, like-minded individuals and started a quiet revolution. The original iteration of Kerdovan's Watch spread far and wide in Andellion, hiding villages of people and smuggling supplies so the citizens of Andellion would stop paying for their rulers', wars. With their supplies of food, resources, and arrow fodder cut off, the countries' war efforts ground to a halt. Then, in a stroke of what many would call mad genius, Kerdovan ordered the people in charge of the wars captured, where he gave the rulers an ultimatum: they could either settle this conflict by the sword, or the pen. Unsurprisingly, they chose the pen, and in 1098 AR, also called 0 APE, Kerdovan's Pact was born.

Demography and Population

Based in the city-state of Ranhed and the surrounding swamp and farmlands, there is a permanent adult population of around 1 million individuals, with around 200 000 of them full-fledged Watchmen. All native Ranhedians have some Watch training and can defend Ranhed if need be. In addition to the permanent population of Ranhed, there is a permanent garrison of the Watch situated mostly around Andellion, with some off-world in other realms.
