Devoted

Structure

As far as current intel goes, the Devoted lacks a centralized command structure. Whenever its current leader is killed, another simply replaces them. This fluidity has made the Devoted a remarkably resilient operation.
Regardless of leader, little changes within the group. The Devoted profit off of the drug trade, distributing drugs to any potential buyer in Cirrlyr space. Additionally, the Devoted leadership attempts to get recruits hooked to a particularly addictive drug, nicknamed 'claw', in an attempt to keep their loyalty.
The Devoted are seemingly the only cartel known to distribute Claw. As such, by also internally distributing it with their members, it has proven an effective controlling device.

Public Agenda

The Devoted's main goal is to distribute drugs, especially Claw, throughout the system. While this is their primary objective, they also wish to limit governmental influence and expansion into the bordering systems, claiming that the people have a right to govern themselves. It is generally agreed that they wouldn't let people govern themselves.

Assets

Many assets that are needed to keep such an extensive operation going have been met by the Devoted. Extensive labor networks are necessary to keep the operation running, putting the estimated Devoted numbers into several thousand. Large quantities of money and supplies are also needed, and likely gathered through shell corporations.
A network of spies or blackmailed officials would also be necessary as cargo checks are routinely performed before a ships crew is allowed onto a station or planet. These spies or officials can influence internal policy or simply give the green light after a cargo check.
While much is not known about the Devoted, it is generally agreed that they are a threat and should be contained.

History

Prior to the discovery of DLM-73, little Devoted activity had been reported. While it remains pure speculation, many theorize that the discovery of DLM-73 has aided in extending Devoted influence and reach. The reasoning for which is straightforward and simple.
DLM-73 lies just beyond the reaches of civilized Cirrlyr space, beyond which the Hierarchy has little influence or control. Additionally, the mass exodus of so-called refugees and little boundary for FTL travel may have aided criminals in crossing the border into DLM-73.
Regardless of the actual history, the Devoted remain a threat to the lives of million. As such, the Hierarchy, particularly the United Assembly, have taken steps to reduce the Devoted.
