Regulation "The United Empire"

Regulation is the process by which newly discovered dimensional species are annexed, habilitated, and brought into the Empire's space and Dominion. This process can take many years because many dimensions are not initially ok with the idea that their entire civilization is just gobbled up by a bigger superpower, and along with that, many new dimensions can contain materials or creatures that may completely outclass the known universes.
