Lust

Structure

Lust is represented in the Royal Court by a Lord of Lust who is chosen from a class of their most adept magic casters. They are in charge of diplomatic relations and occasionally visit Lust but are often too far to manage the state. The Lord is chosen by a council of 13 governors who govern the 13 sectors the region is broken up into for defense purposes. Each governor is in charge of maintaining a small militia and prison for the whole sector. Additionally, each sector has a set of judges (depending on the population) that are elected by the people. Within each sector are multiple mayors who each serve a town or settlement. A settlement must have a minimum of 7 families to elect a mayor, otherwise they fall under the jurisdiction of a neighboring town. The mayor of each town is expected to distribute the wealth among their community, take care of those within the town, and submit a report as well as a minimum amount of taxes to the sector's governor. Informally, each family group often has a leader who will bring up concerns with the mayor. Any time a vote is inconclusive or a major dispute occurs it will be brought up to the relevant judges and if a compromise isn't settled upon it is then brought to the next highest authority, with the final tier being the Lord of Lust himself.  A family refers to the entirety of a travelling group, regardless of blood relation. A family will stay in Lust for part of the year and spend the rest of their time moving around the empire. Rotations are arranged so that at all times there is at least one family present in the town, if not more for some larger ones. Those who cannot travel, such as children and the elderly, are taken care of by the mayor and the residing family when their group is out travelling.

Culture

With the state of Lust being founded by Lust demons, it retains a lot of their customs from before they settled the land. Many raised in Lust have a strong sense of community and since the peninsula is so unsuited for agriculture it has remained that way. It's always been difficult to live on the peninsula without communal cooperation and so a lot of their governing bodies rely on this sense of service and duty to the community.
