Carved into stone in Athelor, proclaimed by Elkinhold. this document of 700 years of peace is what eventually birthed the World Council. It was necessary due to the ever-increasing tension between the signatories and a web of wars that were soon looking to escalate into a war involving the entire Caverns of Dwarovar.
