Haven

The City of Haven is a floating domain of wizards and silver dragons that drifts among the clouds. It is a politically neutral realm beyond the reach of every landborne kingdom, province and empire.  

History

Founding

Haven's origin is contentious and unusual. In the early days of the Second Age, a Leyline was torn open near the mountains east of Dumont. The Leyline's magic eventually faded, but the surrounding land was soaked in wild magic. To protect the nearby peoples, the Archmage Gottfried lifted the city with the first known usage of 10th-level magic. The city was excised from the earth, and the wound it left behind is now known as Gottfried's Crater.  

Relationship with Highmountain

In the 103rd year of the Second Age, several dwarven clans brought complaints (and warhammers) to Haven's doorstep. The dwarves claimed that Haven stole resources in the form of ore and gemstones embedded in its now-floating earth and that the latent magic of the Leyline continues even now to mutate the denizens of the crater--creating threatening monsters that harry dwarven travelers daily. The Titan Lords decreed the Wizards of Nine would pay restitution to Highmountain for damages done into perpetuity.    

Government

The city is ruled in two parts by the Dragon Lords Vamyrastraza and her brother Calladon, both mighty and ancient silver dragons. The two dragons make hobby of collecting rare items, magic and heroic adventurers into their hoards and the city is divided politically into these two hoards, rather than traditional houses. The Knights of the Tome operate as a neutral third party and function as advisors to both Titan Lords; Knights of the Tome are thus forbidden by law from devoting themselves to the hoard of either Dragon Lord.
