The Troten Alliance

The Troten Alliance is a military alliance formed to help protect the various trading guilds that ruled several city states that made up the Troten peninsula and the Eastern shore of the Otwin Isle. The alliance itself is in fact made up of two smaller alliances that joined together to provide mutual aid, protection, and economic benefits.

Structure

The structure of the alliance is laid out in the 'Gegenseitiger Wohlfahrt Vertrag', often just referenced as the Vertrag. The Vertrag defines three governmental areas and their duties; The Lords Court, The National Court, and the Troten Combined Forces. Amendments to the Vertrag require a unanimous vote from all Lords.   The Lord's court is the ruling body of the alliance, and comprises the 8 Troten Lords, wealthy businessmen whose guilds control semi-independent city states and their surrounding areas. The Lords hold nearly autonomous control over their own city-state as long as they do not impede and encroach upon the rights of the other lords and their citizens. Rules and laws in each city may vary and are set by the local lord, but their are a set of national laws that supersede local laws. The Lord's meet to discuss foreign and domestic affairs. In the early days, the council would rotate hosting the meetings between each city, but would eventually approve an amendment to the Vertrag that set Gernsburg as the official capital city of the alliance. It is the duty of the Lord's to manage most foreign and domestic policies to include tariffs, international relations, and national laws. The Lord's have complete control of the Government, and each Lord is selected by the Guild that runs the city-state they represent. Typically the title is inherited through blood lines. Any decisions and laws enacted by the Lord's must receive ratification from at least 5 lords, and at least 2 lords from each the north and the south.   The National Court is an independent body created to mediate problems between city-states, and to create fair rulings to balance out the north and south. It is staffed by delegates sent from each city-state that swear an oath to remain neutral. The Court makes decisions regarding conflicts between city-state laws and national laws as well as makes judgments regarding whether city-states are overextending their reach. Their rulings are enforced by the TCF.   The Troten Combined Forces is a security force designated by the Vertrag and staffed by soldiers from all across the Alliance used both for enforcement and protection of individual state rights. It enforces the rulings of the NC and helps prevent city-states from encroaching on each others territories. Originally the TCF could be found as a town guard/police force in every city in Troten, as well as patrolling its highways and borders, protecting the Alliance from threats both foreign and domestic. During the Great War it expanded its police force into a full standing army, but after the war support of the TCF as well as the NC waned due to various factors. Most cities now have independent guard forces working for them, and the TCF and NC can only be found in the capital.   The Primär Mint was established by the third Lord's Court, which set forth the goal of creating a universal currency for all residents of the Isles. The mint resides in Gernsburg and is directly overseen by the Lord's court. The mint creates all currency used in the Isles and even has a small division in charge of investigating forgery of coin.

Public Agenda

The Troten alliance exists to help maintain the independence of individual city states and prevent pressure from large national entities such as Siezenlach and Galkee. The Nations goals are to provide security and boost economic prosperity to all member states and in the Isles.

History

The 2 Alliances that make up Troten are the Gerasbruck Alliance and the Herstal compact.   The Gerasbruck Alliance includes all four of the trader cities that inhabit the Troten peninsula. It was founded by wealthy traders not long after the Otwin divide, to help ensure trade in the region continued as normal. It also allowed the four cities to work together to put economic pressure on other regions while trading, allowing them to gain an upper hand in the early days of the Otwin Divide.   The Herstal Compact was founded by the four independent trader cities Bach, Breisach, Rohrwol, and Hafen. It was originally formed as a ploy to allow them to claim the land between them, including the base of the Troten peninsula and the waters west of the island that Hafen sits upon. This allowed the cities to profit off their very rich neighbors by taxing all goods the Gerasbruck Alliance attempted to export via land transport, or south along the western coast via boat. This proved extremely effective and bolstered the cities allowing them to grow rapidly and eventually become prominent trader cities themselves.   After many years of infighting from the Otwin divide, the two alliances began to worry about their size and place in the newly formed political environment. Compared to the newly formed nations of Galkee and Siezenlach, the two alliances were rich but weak to defend themselves, making them easy pickings for other nations to attempt to annex. This fear finally forced the various city states to put aside their differences to work together under a common goal and flag. They would come together to sign the 'Gegenseitiger Wohlfahrt Vertrag'.   Together the Alliance accomplished many great feats, provided greatly for their own people, and helped bolster the economy and status of living for many in the Isles. One of their accomplishments included opening an international mint that provided an internationally recognized and supported currency that could be used anywhere in the Isles. Until this the people of the isles used a large variety of currencies such as left over Castran coins and batches of currency made by the OFU who were now unable to back the currency. It was also Troten traders that were able to source and provide sustainable amounts of the many mushrooms enjoyed by the Laggsunde people of Jotunnfold.   Their unity is however driven solely by fear of others, and tensions and distrust in the alliance have grown greatly over the last 100 years. After the Great War many people in the south hold grudges over the lack of support that the north provided, and many in the north believe that they should not have to put their lives on the line for the southerners who tax their exports so heavily.

Demography and Population

The overwhelming majority of people in the Troten are of Otwin blood, but many come from outside cultures hoping to make it big in their booming economy.

Territories

The Northern part of the alliance makes up all of the Peninsula in the north east section of the Isle. The southern part makes up the areas at the base of the peninsula and west of the Brau Mountains.

Military

The Troten military is known as the Troten Combined Forces (TCF), and was established to help enforce the rulings of the National Court (NC). It was staffed by soldiers from all across the Alliance originally and was used both for enforcement and protection of individual state rights. When Troten finally entered the great war the TCF moved from simply law enforcement to a full military body. It was during the great war that many realized while the TCF was meant to have soldiers from every city state, the vast majority belonged to southern states. This led to a vast discrepancy in lost lives and many in the south viewed it as a betrayal of the Alliance. The TCF's power has greatly decreased over the last hundred years since the end of the great war, and many City-States in the south are opting to instead grow their personal city guards instead of sending recruits to the TCF. This has once again reduced it to a force that is only able to provide minimal protection to many states and mostly to those in the North.

Technological Level

The entire alliance is easily the most technologically advanced region in the isle. This is due to fervorous competition generated between the various guilds inside the alliance. Constantly looking for the upper hand to gain deals and partnerships, competition is the life blood that fuels Troten's industry. However, while the region stands as the most technologically advanced, much of the populous does not have access to this technology due to the many guilds keeping their secrets to themselves to avoid idea theft. The north is arguably more advanced than then south, but eithers ability is beyond that of other nations.

Religion

All of Troten follows the Credoth Pantheon and worships in the traditional Otwin manner.

Foreign Relations

Troten has always strived to be a neutral power in the Isles, with the argument that the economic well being of the Isle must outlast any political war or disagreements. This neutrality allows Troten to continue trading with all nations regardless of who is fighting, allowing them to trade and fund both sides of a war, always allowing them to come out on top. Many from the outside may argue that this is simply war profiteering, but Troten leadership simply disagrees, its just business.

Agriculture & Industry

The balance of agriculture and industry in Troten is what helps hold the crumbling alliance together. What the south lacks in farmable land, the north makes up for in vast fields of produce and animals. Likewise what the north lacks in natural resources such as lumber and minerals, the south provides for the north. The two regions complimentary nature is what has helped them overcome adversity and become the economic super power they are today.

Education

Education throughout the Alliance sticks to normal Otwin tradition of youth picking a trade and mentor at a young age for most of the populous. Some will chose to attend various trader academies that can be found in each state. Those with great desire for knowledge will often opt to instead join the Order of Enlightenment and become a monk. Some more wealthy inhabitants will instead opt to study abroad at schools such as Halsgrof or Veinstrach.

Infrastructure

All of Troten is connected to the rest of the isles by the Ought Highway that was originally built by the OFU. The sections of the highway that run though Troten territory are often more well maintained then the sections in surrounding regions. Cab services and are a frequent site both inside cities and between states. Due to each city state managing themselves, the type and amount of public and private infrastructure varies drastically depending on the needs and views of each's population.

In the early days the court was backed by a neutral military force named the Troten Combined Forces (TCF), however the TCF no longer has the power to enforce the rulings of the NC.
