Elementals

Manifest spirits of pure elemental energy given form. These creatures are the manifestation of the world's need to manage itself and work towards keeping Creation functioning. When killed, they will slowly unform into the elemental material they are made out of. If they live long enough to build large enough amounts of Essence they will change in form and eventually gain sentience.
After the Primordial War the elementals were disrupted and eventually tried to create their own Terrestrial Bureacracy as an analog to the Celestial Bureaucracy to manage themselves. It acts as a pale and ineffective comparison though.
