Publically Helpful Oversight Bot-Operating System

P.H.O.B.O.S. is the public face of M.A.R.S. and the way most people know the city's superintendent.  Accessible at terminals located throughout the city, registered citizens can access this portal to make public inquires (such as address directions, store hours, search phone records) request city services (such as police, fire, and medical emergency services).  Emergency personnel can use the system to search private databases for criminal or medical records to better assist in their operations.
