Lord Instructor
The ultimate authority in The Confederation of Inovation who enforces the laws of the Confederation, handles diplomacy with other nations, and drives the direction the nationwide research will take. The Lord Instructor is also the highest educated individual in the Confederation, and as such probably all of Continental. Really the only way to amass that much knowledge is to live for centuries, so all but one has been some form of Fairy.
Requirements
One must be the most well read being in the Confederation. Can be any species or gender.
Appointment
the new leader must get a perfect score on a test, then be confirmed as fit to rule by every other high ranking scholar.
Responsibilities
Determining the topics of current research, leading the Patented Officers.

The entire worlds knowledge on tap, heck ton of political power, get to live in a giant castle in the hollowed out heart of Mount Embers volcano.
Accoutrements & Equipment
A crown which sits on the rulers head that cannot be tampered with in any way while it is being worn.
Grounds for Removal/Dismissal
Death or going senile are grounds for removal.
Notable Holders
The first holder was the only holder to be human, he created the Confederation and then died a few decades later. After that the current holder has been in power.
