Qualifications
Family must own land, but only one per landed family can sit on the Council of Lords at a time.
Appointment
Decided by family, to their tradition. There are families that play a board game to get the seat, some fight duels to first blood, the traditions vary from family to family but all treat it as significant.
Duties
It is the duty of a Lord of Umenor to hear petitions and deliberate on the severity of the matter. If the matter can be resolved without issue by the Council of Lords it goes no further, but should a petition be deemed significant enough to be heard by the Counts Meet, then it moves on.
Grounds for Removal/Dismissal
Should a Lord lose their lands or, worse, their status as a noble, this title is forfeit.
