Ilwar

Ilwar is a city in Harf. Despite being one of the few cities in noth-western Harf there are no towns entrusted under Ilwar's control. Nobody is really in charge of Ilwar as a city, but despite that there is absolutely no crime as the locals are all devoted to Ilusi. Most outsiders are afraid of going to Ilwar as they expect some form of curse to lay upon the city given the strange behaviour of the people living there.
Ilwar is also the home of Ilusi, who is completely taking the piss with the citizens by making them do weird stuff under the pretense of "this is was Ilusi would want". Their identity is a secret to the locals.
Ilwar is the main location for the quest The Ilwar strangeness which is part of the Harf war questline.
