The Ilwar strangeness

Quest type: Mystery     The party is sent to Ilwar by King Raja Penggaris to investigate as there haven't been any reports for a few weeks. It was known that Ilwar was not a dependable city, hence why no town is under its rule, but to not receive reports is suspicious.   Clues:
  • On the way to Ilwar the party is warned that they shouldn't travel to Ilwar if they value their sanity.
  • Ilwar worships Ilusi, the god of trickery.
  • Everyone is bald.
  • Nobody knows who is in charge.
  • Nobody knows who sent the reports in the past.
  • There is one person who is just watching the plaza with a massive smile on their face.
  • The person with the smile warns the party about Kerusakan as they apparently dislike bald people.
  • Every day at noon everyone acts like a chicken for a full minute, except for the smiling person who is on the floor laughing.
  • The smiling person only explains the situation as "god's work".
  • The locals don't know the smiling person, just stating that they have been there for as long as they can remember.
  • Even the older citizens have seen the smiling person around for their entire life, but never questioned how they never aged as "they are the most devoted to Ilusi and must therefore be granted eternal life".
  Answer:   The smiling person is in fact Ilusi, the god of trickery. they have basically tricked the entire city into doing stupid things because they find it hilarious. The person who was previously in charge of sending reports back to Kutol recently died and nobody's bothered to replace them.     When the mystery is solved: The party is asked by Ilusi to hide the fact that they are behind this as they don't want to be evicted. The party can decide to either agree with this or not. When the party returns to the king they are interrupted by a heavily wounded messager running in with a declaration of war from Andor.
