It took the Gods a long while to make something that really stuck. All sorts of weird experiments predated this, on back through the Neopalaeogenic, but all of them shortly just vanished in mysterious, species-wide extinctions. It is speculated that Elves were the first creatures the Gods thought fit the criteria they had been given by the Creator. The elves were probably inspired by observations of early rootstock humans, judging by the close chronological association.
