The Earl is unknowingly working for the Purse of the Scroll, the Thieves guild portion of The Library. The Earl should be insinuated to be the bad guy, but his true motivations are that he wants to restore the Sterling Duchy to its former status of a Kingdom, and be independent from the Empire, who has been systematically draining resources from the Duchies for the last 40yrs, since it's been in power. The Empire uses the money to fuel its war vs. Sturmgarde, as well as the Library syphoning off money to fund it's research into Relics and magics to bring about...???>...world dominance?
Or to bring the evil of The Enemy to bear upon the Ancients in retribution.
