Magic Items and Potions Administration

The Magic Items and Potions Administration (MIPA) was formed in PS437 when Master Ozith attempted to prolong his life using newly re-discovered Haze and blew up the Scholar's circle of Delagra, the captial of Drosarus. Needless to say, Master Ozith perished in the explosion, the direct opposite of his intentions.   In the six months following the tragedy, MIPA was created by the leaders of Drosarus, joined soon after by other countries of the material plane.   MIPA started originally with the regulation of magic ores and materials, such as Lilac and Fog Haze, but moved into other territories, including magic weapon creation, armor crafting, and potion brewing.   The Magic Items and Potions Administration is responsible for protecting the public health by ensuring the safety, efficacy, and security of all magic items and potions, and by ensuring the safety of the respective nation's food supply through testing for excess magic use.   MIPA also has responsibility for advancing public health by helping to speed innovations that make potions more effective, safer, and less addictive.   MIPA plays a significant role in the world's counter-elemental capability, ensuring the security of the portals between the planes and by teaching the public what to do if the portals begin to act out and elementals are able to manifest on the Material Plane. This is managed through a city-managed program called PEP (Portal and Elemental Program). Each spring, schools teach children about the threat of elementals, and the city does a security briefing with members of the city guards and other concerned members of the town.   MIPA has several countries where they have extended their reach, but a few have denied or removed MIPA from their security plans. These countries are higher in genasi / elemental folk, and found it would often lead to discrimination against those born with elemental blood.
