Lowe

Lowe is a particularly tall elf who leads the Night Runners tribe. Thanks to the help of the adventurers, he also controls the lower part of Ram's Official Quarter.
Lowe and his Night Runners appear to be particularly good at clandestine acts such as spying, thievery, information gathering, and travelling unnoticed. Despite his aspirations of power and his bloody methods of getting them, he is known as a 'man of his word, as he often says.
