The Daleking is appointed from a group of already kings and leaders. Usually elected from one of the big 3, Tarrin, Verbobonc, or Carcino, their have been Dalekings from Daggerford and Five Oaks.

Requirements

Must be a leader of one of the minor Dalelands
Must be approved by every other leader
